The song is called "Toki ni Ai ha" - the lyrics were written by and it was sung by Okui Masami. Sometimes people spell it incorrectly as "Toki ni Ai wa" in case you're looking it up on a search engine.
It's gorgeous, isn't it? You can get if on the Utena movie soundtrack, which is called "Utena the Movie - Adolesence Rush." You can find it on Amazon, or most anime music sales sites.
