Where is the rose garden in minneapolis located? is it open for tourists all year long? what is the fee like?

The park is operated by the Minneapolis Parks %26amp; Rec. Here is a website (link below) with information about the park. There is no entrance fee. The peak season for viewing the park is late June to late September, but I believe the park is open year round.
